UCLA architecture graduate student, Krisztina Jozsef had the idea of organizing 30 seconds of "pedestrian only" time at the busy diagonal intersection of Westwood and Le Conte in Westwood Village with a couple of dozen playing in the street between light changes, a total of 30 seconds.
The activities in the street included, tug-of-war, water balloons, hula hoop, limbo, and even volley ball, and this wall all accomplished before the lights changed. The guy in the orange suit giving them time updates is their professor.
What was the point? Urban activism, or "reclaiming public space." Ms. Jozsef looked at the correlation between childhool obesity and the build up of cities and she wanted to demonstrate a way to use what already exists in a more physical way.

Hasn't that future professor ever seen the pedestrians jump from the curb out of nowhere during the 30 seconds your car is stopped at the red light and feverishly wash your windshield in that small amout of time? Talk about urban excercise in a public space, Jane! Already happening!

It was late and I was tired Jane............seems like an interesting project, but I truly don't get the point, as you said, maybe they had nothing better to do. I'm not sure I get the window washing thing either, it's rather annoying in NYC, especially since traffic is so heavy and you can't make a quick getaway.
A friend of my Mom's that used to visit us years ago used to tell us kids if we were annoying "go play in traffic"..........I guess she had this idea a long time ago...........but we knew her point...LOL.

She was rather sadistic...........she also told us that the two yellow lines in the middle of the street were for riding our bikes between the lines............glad she wasn't my Mom.
